You should caulk all of the corners and gaps between the baseboard and the wall as well as in the corners where the baseboard changes direction.

Get a nice bead of caulk and not a large mess. Running a perfect bead of caulk takes practice, here are some steps on how to caulk baseboards. Brushing on the primer, then the first coat and the second coating. Make sure that the brush strokes are smooth to get smoother results. After the primer dries up take one of your fine sanding sponges and sand it as smooth as possible without sanding through the primer and back to bare wood.

After sanding, vacuum all of the wood again to remove any dust. Then brush off your first coat just like how you brushed the primer on. Allow the first coat to dry. This time do the sanding using the extra fine sanding sponges to make sure that there will be no scratches on your final coat. After sanding make sure to vacuum it very well to get rid of the dust.

Again, remember to make smooth, long brush strokes, apply even coats and watch for runs. Now that you completely painted the baseboard just do a quick inspection to check for imperfections then clean up the mess.
