Its hard to tell without knowing your perameters. A better filter system would also be a great improvement. The cycle will not hurt anything. Prime is a good dechlorinator as well. What is the ph, ammonia,nitrite, nitrate of the water from your tap? After you dechlor of coarse? What fish died and what symptoms did they have when they died? How long ago was this? How long were they in your tank before they died? You aren't doing anything wrong, certainly nothing immediately harmful to your fish, by adding Cycle after a water change.

You are, however, spending a lot of money for Cycle, which isn't cheap. After your tank is established there is no need to continue adding a product like Cycle or Smart Start, even during regular water changes. The only reason you might begin dosing your tank with Cycle or similar again would be if you experienced some sort of 'crash' that destroyed the biological filter and you needed to re-establish the bacteria in the tank.

Something like a drunk buddy or your nephew pouring some strange brew in the tank that kills everyone, or maybe after dosing the tank with a lot of medications that could kill the biological filtration. I've literally added whole bottles of Cycle to a tank with no visible effects on the livestock, but its unnecessary in an established tank and I suspect the person at the fish store who told you to add it after each water change was either a bit misguided or maybe embellishing on its usefulness hoping that you'd buy a lot of Cycle from them.

Your nitrites are high 1. They are just as deadly as ammonia. Water changes are the best way to lower it. Is that a liquid test kit? Those test strips are notoriously inaccurate! You need to keep watch on ammonia,nitrites and and nitrates. Ph is important too but as long as its stable its fine.
